Response to the National Data Guardian for Health and Care’s Review of Data Security, Consent and Opt-Outs

The SSM in collaboration with the Health  Statistics User’s Group have made a formal response on a recent policy paper from the National Data Guardian.

This is a summary of the response

Many of our members are involved in public health analysis for public health intelligence in local authorities and a range of other settings or for research. Although this almost never involves accessing individual case records, this work is of benefit to patients.  Since the implementation of the Health and Social Care Act, analysts working in a variety of service and academic settings have faced barriers in accessing data. In addition, the recent implementation of opt outs has compromised the reliability of the data available. We therefore welcome the National Data Guardian’s report and the opportunity to respond to this consultation which we hope will be succeeded by the much wide ranging consultation, as recommended in the Report.
